Managing Director, PE

Anthony Bertrand is a Managing Director with The Concours Group assisting clients with civil engineering, land development, and construction needs. He has over 15 years experience in the real estate development industry with his expertise in feasibility analysis, entitlement management, engineering design, and construction management. He has served as the Vice President of Engineering and Development and President for public and privately held companies.

Experience

Mr. Bertrand began his career with a Southern California engineering firm focused on providing design services to the real estate development community. As an Engineering Manager, he specialized in the identification of key development obstacles, including identifying the most cost effective strategies to overcome site-specific challenges.

He later joined a public national home builder and served as a VP of Engineering and Development. In this capacity he managed the entitlement and development departments and specialized in due diligence for land acquisition, forward land planning, and land development. He focused on the delivery on finished lots for the construction new homes. Development obligations exceeded $200M over the course of his tenure in this position. Mr. Bertrand concluded his service as an Area President and specialized in operations management, including profit and loss, inventory management, and sales and closing. Mr. Bertrand continued his work in the real estate industry by establishing a consulting company that specialized in providing engineering and construction management services to the real estate industry.

  • Some of his successes included:
    • • Initiated, designed and developed contractor selection procedures to ensure compliance with corporate auditing standards. This effort included the preparation of uniform construction specification and contract documents, establishment of company-wide bidding procedures and selection metrics for use on all company-wide development projects. Passed all subsequent independent thirty-party accounting audits of issued development contracts.
    • Managed the acquisition, entitlement and development of over 7,000 residential and commercial lots in Southern California. Included due diligence reviews of land for development cost and entitlement constraints. Established initial development budgets and timelines required for underwriting and approvals. Managed professionals charged with entitlement processing responsibility, updated critical path milestones weekly and provided executive management with progress reports. Coordinated efforts to mitigate any changes in the project schedule.
    • Developed a project based, budget review process which focused on the “life of community” costs. Included a weekly review of the project budget focused on changes in the scope of work or development timelines. Trained professionals to focus on the development budget required for the “life of community” and established contingency guideline based on level of knowledge for each community. Presented budgets to Controller and President monthly to facilitate cost projections for the business unit.
    • Improved production overhead costs by training staff on preparation and review processes and establishing individual accountability. Included the establishment of personal ownership of front-line Associates by including them in the preparation of the annual budgets and subsequent updates. Reviewed costs monthly with construction and accounting staff to ensure highest visibility.
    • Audited existing facilities for compliance with the Americans with Disability Act (ADA) and provided recommendations for implementation. Conducted site visits and documented facilities for existing conditions. Reviewed compliance of existing conditions with ADA regulations and prepared audit reports for use by owner in evaluating mitigating measures. Audit reports included recommended changes and cost estimates for implementing the mitigating measures.

Mr. Bertrand is currently working with The Concours Group that provides forensic business accounting and analysis and management oversight. He is currently assisting a real estate company that is controlled by a professional fiduciary. He has been responsible for engineering, development, and ADA compliance of existing real estate assets.

Mr. Bertrand is a California Registered Professional Engineer (PE). He is a graduate from California State Polytechnic University, Pomona with a BS degree in Civil Engineering.
